Auto-update PO-Revision-Date in update-po command

The wp i18n update-po command updates PO files from POT files but leaves the PO-Revision-Date header unchanged, making it easy to forget updating this metadata manually.

Changes

• src/UpdatePoCommand.php: Added setHeader() call after merging translations to update PO-Revision-Date to current UTC time in ISO 8601 format
• features/updatepo.feature: Added test scenario verifying the header is updated

Implementation

$po_translations->mergeWith($pot_translations, $merge_flags);

The timestamp format (2025-11-03T14:06:41+00:00) matches the existing POT-Creation-Date format used throughout the codebase.

For developers not relying on other tools to manager the language files, it can be easy to forget to update this info.
