Remove NodeAttributeReIndexer::reIndexNodeAttributes() on AbstractRector

since reindex already handled on refresh process, the reindex can be removed on AbstractRector.

Use on ChangedNodeScopeRefresher, but reindex stmts as well since StmtKeyNodeVisitor is removed on

• [internal] re-index changed nodes only #7651

It may still has a bug for removing Stmt or return array of stmts, when next visitor is from parent node which index is from parent, which not yet reindexed, but that will require fixture test of course.
